„Budući da jedan grad i njegove ustanove i institucije, čine grad u punom smislu te riječi, smatram da je Stalna služba jedan minimum ispod kojeg ne smijemo i ne možemo ići“ istaknuo je u saborskoj raspravi Lipoščak. U svoje ime, i u ime čelnika lokalne samouprave, kako grada Ogulina tako i ostalih jedinica koje gravitiraju ogulinskom Općinskom sudu, Lipoščak je pozvao predstavnike ministarstva da posjete Ogulin i uvjere se u naše argumente. Stalna služba Općinskog suda dakle ostaje u Ogulinu. Osim toga, zakonskim prijedlogom propisuje da se svi predmeti – rasprave i procesne radnje, moraju provoditi u sjedištima stalne službe. Do sada se događalo da je dio ljudi, unatoč postojanju stalne službe, bio primoran putovati iz Ogulina u Karlovac na rasprave. A to košta. Koga nego već dobrano osiromašene građane. Na ovo su reagirali gradonačelnik Domitrović i načelnici susjednih općina. Dopisom su se obratili Hrvatskom zavodu za mirovinsko osiguranje u Zagrebu i Područnom uredu u Karlovcu, istaknuvši sve probleme s kojima će se susretati građani. Ne traže pri tome ništa posebno, već samo da se na mjesto službenice koja odlazi u mirovinu, zaposli u našoj Ispostavi nova osoba, kako bi građani, kao i do sada, sve poslove vezane uz mirovinsko osiguranje, rješavali u Ogulinu.
