KONAČNO DOZVOLA I ZA FAZU II. ZAŠTITA PRUGE.

 

Zadnja poplava, opet je izazvala probleme. No obzirom na ostatak Hrvatske, dobro smo i prošli. Već prije toga, napisao sam nekoliko redaka i o samoj retenciji, ali je poplava imala prvenstvo, pa sam objavu tog posta prolongirao, i po mom običaju, zaboravio na njega. Ali evo gasada. Nikada nije kasno:

Samo da ukratko podsjetim, da svima bude jasnije. Projekt „Retencija Ogulin“, podijeljen je u četiri faze. Prva je zgotovljena faza III – Izgradnja zaštitnog objekta ribnjaka Vitunj, i nakon toga, završena je prošle godine i faza I – Radovi na pregradnom mjestu retencije.

I s fazom II i IV sve je, činilo se, išlo po planu. Faza II je – Izgradnja  zaštitnih građevina željezničke pruge uz retencijski prostor, a faza IV je – Izgradnja brane retencije s pripadajućim objektima. Na natječaju je, za obije preostale faze,  posao  dobila tvrtka Swietelsky d.o.o, koja je već radila na  pregradnom mjestu retencije.  Rok završetka ovog, 185 milijuna kuna vrijednog projekta - 31. 12. ove godine. I tada naše brige i strahovanja prestaju.

No ne lezi vraže. Ništa s tom našom retencijom, ne ide po planu. Zapravo, malo ide, pa zapne. Ovaj puta svjedoci smo kako se provode postupci javne nabave, bez da bi se prije toga ishodila građevinska dozvola. Na to je na sjednici županijske Skupštine, ukazao Ivan Vuković. Naime, izvođači su posao na natječaju dobili,  uručeni su im i ugovori za fazu II i IV, ali zapelo je s dozvolama. Točnije, s građevinskom dozvolom za fazu II – Izgradnja  zaštitnih građevina željezničke pruge uz retencijski prostor. Pa onda opet  okrećem „čarobni“ broj moga  izvora informacija, gdje mi moj insajder kaže, kako je do sada ispoštovano sve što su iz Hrvatskih željeznica a tražili, ali oni su već tri puta se mijenjali projekt. I tako, malo loše vrijeme, malo naši „štrekari“, i predviđeni datum završetka projekta Retencija od 31. 12. 2023. godine, postaje nemoguća misija. Zbog svih ovih problema, izvođač je dobio produžetak. Koji je to sada rok,  još nije poznato.

Dozvola za II fazu konačno je dobivena 5. svibnja, i treba proći 30 dana do njene pravomoćnosti. Dakle, još dva tjedna. Valjda se neće opet naći netko s nekakvom žalbom, što me ne bi čudilo, obzirom da je to kod nas, prokušani opus moderandi.

Na fazi II i IV već su počeli pripremni radovi a sklopljen je i ugovor o izmještanju vodovoda i slijedi uvođenje u posao s odabranim izvođačem. Taj vodovod od crpne stanice Turkovići do naselja Kučaj u dužini od 4,5 km, posebno je značajan za stanovnike Ogulinskog Hreljina,  jer tamo  je vodovodne cijevi  od salonita,  koji će se sada ovom rekonstrukcijom izbaciti a biti će poboljšan i dotok vode.

Ovaj datum završetka projekta od 31. prosinca 2023. više nije u igri. Kada je novi rok završetka, nije poznato.

Dobro zar nitko iz Grada nije na ovo mogao reagirati. Poslati mail na Vladu, na premijera i upozoriti na opstrukciju iz HZ-a. Ako treba trebali su poslati delegaciju na celu s gradonaclnikom pred Vladu i ukazati na problem i premijerovu izjavu da je retencija strateski projekt. Trebali su stalno reagirati. Ali iz grada nitko nista. Zato nam se sve ovo dogadja.
