POREZNA REFORMA - DRŽ' GAĆE

Vlada RH, neki je dan usvojila paket izmjena zakona koji se odnosi na jedinice lokalne i regionalne samouprave. Izmjene su donesene da bi se, 'ajde da tako kažem, sanirala šteta nanesena zbog smanjenih prihoda od poreza na dohodak. I što sada. Biti će kao što narod kaže: „Drž gaće“. Ako i to pomogne.

Ja, kakav sam već nikakav, kada nešto ne znam, odmah svoje neznanje priznam. To radim i sada. Jer u ovim mi izmjenama između ostalog nikako nije jasno, kako će to Vlada gradovima i općinama pomoći, recimo,   izmjenom Zakona o komunalnoj naknadi. Naime, takav izmjenjen zakon omogućiti će jedinicama lokalne samouprave da od 1. siječnja 2015. godine, sredstva prikupljena od komunalne naknade, sada mogu trošiti i na druge stavke.

Koja sredstva ?. Koje stavke ?. Kada su ta sredstva iz komunalne naknade i onako jadna, i već sada nedostatna za održavanje komunalne infrastrukture. A iz Vlade velikodušno ovim izmjenama dozvoljavaju gradovima i općinama, da ta sredstva mogu koristiti i u druge stavke, pazi sada - za gradnju vrtića, za gradnju škola, za gradnju domova zdravlja, za gradnju sportskih i kulturnih objekata i tako dalje. Da čovjek ne povjeruje. Baš fino. Sagraditi ćemo još jednu tenisku dvoranu, izgraditi par domova zdravlja a ne bi nam loše pala ni jedna „javna kuća“ za kulturne i „one“ potrebe. No šalu na stranu. Doduše, znam da će to funkcionirati u Zagrebu. Dobro. Ali što je sa sirotinjom širom „Jadne naše“. Što će biti s nama golaćima koji u ovom gradu već sada nemamo ni za javnu rasvjetu ( gori svaka druga sijalica ) , krpamo lovu za čišćenje snijega, muku mučimo kako održavati preko 300 kilometara nerazvrstanih cesta, kako održavati groblja, zelene površine, kako čistiti javne površine. Od pet milijuna kuna potrebnih za ove poslove, od komunalne naknade jedva saberemo milijun. I kada je još bilo novaca, naplata komunalne naknade iz koje se sve spomenuto financiralo, išla je kilavo. Sada kada je glavni "sport" kopanje po kantama za smeće, komunalna naknada ljudima je zadnja briga.   Neka me tuže, životna im je filozofija. Nakon ukidanja statusa Područja od posebne državne skrbi i statusa Brdsko-planinskog područja, u kojem je do sada bio i Grad Ogulin, ovom poreznom reformom gubimo oko 15 milijuna kuna. A proračun nam je sada 41 milijun. Kako funkcionirati u takvim uvjetima, s takvim minusom, pitanje je svih pitanja.
