O poplavi i našoj jalovosti da se konačno stane na kraj hirovitoj Dobri, pisao sam bezbroj puta, tako da sam već i sam sebi dosadan, bez obzira na važnost problema. I u posljednjem sam postu onako usput spomenuo dragu i nestašnu nam Dobru, koju sam i ove zadnje prigode, imao čast ugostiti u svom podrumu. Samo ti draga Dobra plavi, naplavljuj, poplavljuj, ne pišem više o tebi, i j…i se.
I onda me je komentator pod maštovitim imenom „ž“, upozorio da dolazi kraj ovim nevoljama, jer problem je pred konačnim rješenjem. Taj članak na koji me je upozorio, vidio sam na stranicama Grada, ali nisam ni okom trepnuo, jer sam se o zaštiti od poplave naslušao toliko lažnih obećanja, da se s time naprosto više s time ne želim zaj....ti. Grad Ogulin kontinuirano radi na tom projektu, vodi inicijativu i vrši pritisak na investitora – Hrvatske vode, kako bi se ubrzalo provođenje tog projekta
voda.
Ne mogu jednostavno ne prokomentirati ovaj sastanak na „visokom“ nivou. Uz puno uvažavanje nazočnih, niti uz najbolju volju ne mogu shvatiti što ti ljudi mogu učiniti, osim što su popili kavicu i primili na znanje „izmjene plana koji ciljano obrađuje samo zahvat retencije“. I ništa više. A lovu gospodo, tko će lovu osigurati. Jer radi se o objektu koji se može sagraditi samo uz pomoć Hrvatskih voda, odnosno države. No poučen iskustvom znam, da ni čvrsta riječ direktora Hrvatskih voda, kod nas baš ne znači mnogo. Pa zvao se on Husarić ili Plišić. Uostalom, da se malo podsjetimo kronologije zbivanja oko izgradnje brane u Turkovićima. Dana 12. 10. 2007. godine, po tko zna koji put pišući o zaštiti Ogulina od poplave, između ostalog sam napisao:

„…….A onda su prvo krenula predizborna obećanja. Neke stranke, kao prioritet svog političkog djelovanja, upravo su obranu od poplave stavile u prvi plan. I gradsko vodstvo angažiralo se u traženju rješenja, a kao jedino i pravo, pokazalo se ono koje predviđa izgradnju brane između Turkovića i Hreljina, čime bi Ogulin u potpunosti bio zaštićen od poplava. I od tada počinje priča kojoj se ne nazire kraj. Za tako jedan veliki projekt, potrebna je naravno studiozna i stručna priprema, te uporno lobiranje prema Hrvatskim vodama i Vladi Republike Hrvatske. A od svega nažalost, još ništa. Osim ispraznih, i čini se - lažnih obećanja. Mogu nam koliko hoće govoriti da je u pitanju administracija i svemoguća birokracija, ali to, već uobičajeno i otrcano opravdanje, djeluje pomalo demagoški. Rezultate lobiranja - nitko ne vidi. Saborski zastupnik Vučić, pitanje je potegnuo i u Hrvatskome saboru, pred dvije i pol godine. Podsjetimo se:
" Ja sam postavio pitanje ministru Čobankoviču, kada možemo očekivati rješenje našeg problema, jer više nisam zadovoljan obećanjima. Kada građani Ogulina mogu biti sigurni da poplave neće biti. On je rekao da se ove godine projektna dokumentacija završava i da iduće godine počinju radovi".
Da ne bude zabune. Ovo je rečeno 6. ožujka 2005. godine, a projekt naravno, nije išao u realizaciju. Razlozi nisu poznati.
Ja sam, životno zainteresiran za ovu temu, redovito je pratio, dosadno pokušavajući saznati što ima nova i da li će od svega nešto biti. U 11. mjesecu iste, 2005. godine, Vučić nam je uputio riješi ohrabrenja, rekavši, citiram:
"Do kraja godine biti će zgotovljen onaj papirnati dio i skupljene sve potvrde i studije, a čvrsto mi je obećamo, da će se s izgradnjom brane krenuti iduće, 2006. godine".
Ali, opet mućak. Izigran Vučić, izigrani Ogulinci. No idemo dalje. Podsjetimo se što nam je o tome gospodin Vučić rekao devet mjeseci kasnije, točnije 23. srpnja 2006. godine:
" Sada je studija o utjecaju na okoliš na raspravi i retencija ide, ide. Ja vjerujem da iduće godine počinje izgradnja. Duboko vjerujem. Problem je aktualiziran maksimalno......."
Problem je dakle, maksimalno aktualiziran. No taj kriterij aktualnosti, kod nas je očito malo čudan. Jer usprkos toj i takvoj aktualnosti, izgradnja brane nije krenula niti ove godine. Bog nas je doduše spasio većih poplava, pa nešto lakše čekamo pregršt obećanja, koja nikako da se ispune. Gradonačelnik Nikola Magdić preuzima Vučićevu ulogu, i sada on nastavlja Sizifov posao. Prošlog tjedna sastao se je s čelnicima Hrvatskih voda, koje su nositelji ovog projekta, i nosi nam donosi nove vijesti:
" U Hrvatskim vodama imali smo razgovor s ravnateljem i njegovim zamjenikom o zaštiti Ogulina od poplave. Dogovorili smo rokove izrade projekta i očekujemo da onaj tehnički dio bude gotov do kraja prvoga kvartala 2008. godine, kako bi se moglo kandidirati za sredstva prema Hrvatskim vodama i ostalim izvorima financiranja."
I opet dakle prolongiranje. Da nije žalosno, bilo bi zaista smiješno. Vozanje saborskog zastupnika i lokalnog vodstva, i vozanje Ogulinaca od nemila do nedraga, prevršilo je svaku mjeru. Hrvatska se je Vlada (HDZ-ova) 1999. godine, kod one velike poplave, "isprsila" s pomoći od ništavih 500 tisuća kuna a sada nam se serviraju obećanja, do kojih nitko u vrhu hrvatske vlasti ( HDZ ), ne drži ništa. A mi o toj famoznoj brani znamo već sve - biti će tu i tu, biti će duga 493 metra, u vrhu široka pet metara, a umjesto poplave, akumulirana velika količina vode, kontroliranim ispuštanjem, služiti će za dodatnu proizvodnju električne energije. Znamo sve, osim kada će biti izgrađena. A Ogulinci su valjda zaslužili, da im se konačno jednom, bez fige u džepu, bez politiziranja i skupljanja jeftinih političkih poena, ne da riješi problem poplave, već pošteno - kaže, mogu li se tome nadati barem naši potomci“.

Graditi će novu branu i akumulacijsko jezero a zatim i elektranu Senj 2. Cijena, prava sitnica – 600 milijuna kuna. I samo jedna dobnronamjerna poruka Ličanima: Ne vjeruj Vladama ni kada darove nose.
